When Albany native Gen. Michael J. Dugan was sworn in early in 1989 as commander of allied air forces in Central Europe, he told The Times Union that four years from retirement, he didn't expect to advance higher in the chain of command.
But today,
relatives from the Capital District will be in Washington, D.C., as Dugan is installed as chief of staff of the U.S. Air Force.
Dugan's aunt, Margaret Sandman of Albany, and her husband, Edgar, received invitations to the Pentagon event as did Dugan's nephew, John Connors of Albany, and his wife, Anne. The formal invitation said the swearing-in by the secretary …
